Our client, the Cross River State Government has mandated us to carry out an Executive recruitment exercise to acquire qualified and target-driven workforce for the Cross River State Geographic information Agency. The potential candidate will have a verifiable track record of performance.
1. DG/CEO HPA/001
This position reports to the Board of CRGIA. The Chief Executive shall oversee the day-to-day activities of the Agency including administration and management. The CEO shall:
·         Supervise the implementation of the Strategic Plan of the agency as approved by the Board
·         Ensure that the revenue projections year-on-years\ are met and profitability of the CRGIA is assured
·         Represent the CRGIA at state, national and international functions.
·         Coordinate interactions between CRGIA and various government institutions
·         Assure the functional execution of CRGIA activities


QUALIFICATIONS
·         University degree or equivalent in the Physical or Social Sciences
·         15 years relevant experience in Survey, GIS, ICT or allied fields with at least 5 years at senior management level.
·         Experience in handling large scale projects would be an added advantage.

2. DIRECTOR, SYSTMES & ENGINEERING HPA/002
This position reports to the Director General and shall be responsible for:
·         Overall supervision of the ICT Department
·         Overall system administration, assurance of flawless functioning of all agency' hardware and software
·         Prepare the reports and drafts of project proposals in technological development issues

QUALIFICATIONS
·         BSc, MSc. In Computer Science, Engineering or related disciplines
·         12 years relevant experience working in a similar position.
·         Experience in project management, ERP and IT implementation projects, database technologies.
·         Professional certifications such as CCNA, CCNP, MCSE, MCP, OCP, etc are required

3. DIRECTOR, OPERATIONS HPA/003
This position reports to the Director-General and shall:
(1)   Plan, develop, direct, coordinate, and evaluable operating and program activities for the efficient delivery of services by CRGIA
(2)   Direct the development, revision, and implementation fo the department's policies, rules, and operational procedures
(3)   Participate in the development of policies and procedures required for the improvement or modification of existing programs that would enhance efficient service delivery of CRGIA

QUALIFICATIONS
·         A minimum of a Master's Degree in Environmental Sciences
·         12 years of cognate experience in Survey, GIS, Geography or allied fields and not less than 4 years at Management level.

4. DIRCTOR, ADMINISTRATION & FINANCE HPA/004
This position reports to the Director General. The DFA shall:
·         Oversee the functions of Procurement, General Services, Finance and Human Resources Departments
·         Manage the moveable and immovable assets of the Agency
·         Administer Staff Annual appraisals
·         Develop proposals for Staff Training for Board approval
·         Make recommendations on promotion, motivation and measures of discipline of the CRGIA staff to the Director General
·         Generate the agency's annual budget for presentation to the Board

QUALIFICATIONS
·         A minimum of a Master's Degree in Accounting, Finance or Humanities
·         12 years relevant experience and not less than 4 years in a similar position.
·         Professional membership of ICAN, ACCA or NIPM etc will be an added advantage

5. HEAD, MARKETING & PUBLIC RELATIONS HPA/005
This position reports to the Director General and shall be:
·         Responsible for the day to day running of the Marketing and Public Relations Department
·         Responsible for the study and analysis of needs of potential customers, real estate market etc.
·         Responsible for preparing studies and analytical reports on results

QUALIFICATIONS
·         A minimum of Master's degree in Marketing or Business Administration
·         Minimum 7 years' experience in a similar position in a reputable organization.
·             Membership of NIMARK or NIPR will be an added advantage

6. LEGAL ADVIASOR HPA/006
This position reports to the Board and shall:
·         Function as the Board secretary
·         Responsible for the organization of agency meetings
·         Keep records of the minutes of all meetings, whether by the Board or a Committee of the Board
·         Responsible for reviewing and vetting all legal documents relating to the Agency's business
·         Handle all Legal issues for the agency



QUALIFICATIONS
·         An LLM with experience in Land Management/Administration/Registry.
·         Minimum of 7 years' experience working with Lands department in government particularly Land Reform initiatives
·         Proficiency in the use of computer technologies for document processing and management.

VACANCY
IN A USAID-funded MALARIA PROGRAMME
The USAID supported Malaria Action Programme for States (MAPS), is a 5 year program being implemented in seven states (Benue, Cross River, Ebonyi, Nasarawa, Kogi, Oyo and Zamfara states). It is implemented by a consortium led by FHI 360 with the other partners the Malaria Consortium and Health Partners International. This team will take on USAID's mandate of improving malaria control at scale in seven states.
Health Partners International (HPE), one of the implementing partners of the MAPS programme, now seeks to employ qualified professionals to fill two vacant positions


Capacity Building Programme Officer (CBPO)
The Capacity Building Programme Officer will work with the country office and state MAPS team to facilitate the achievement of key programme outputs, develop work-plans for programme capacity building and maintain effective relationship with all MAPS team members. S/he will be actively involved in the initiation, design, management, implementation and coordination of programme activities in the national and state level to scale up key malaria control interventions in Nigeria.
The CBPO will oversee activities of short term consultants and also provide support to the Ministry of Health and programme partners in the implementation of programme capacity building activities.

Qualification: A post-graduate qualification in Public Health or other related disciplines with at least years' experience in a coordinating role working with an international donor funded programme. The ideal candidate must be attentive to detail, highly organized, flexible and self-motivated. S/he must be able to meet tight deadlines and prioritize efficiently. Other skills essential for this position include: good communication, organization and demonstrable computer application skills e.g. MS Office.

Finance and Administration Assistant (FAA)
The Finance and Administration Assistant will be responsible for the general finance, administration and logistics activities of the state. S/he will provide support to the finance team and also report to the state. S/he will provide support to the finance team and also report to the Finance and Administration Associate and the National Capacity Building Advisor. The FAA will carry out a range of finance based functions such as: preparing and filling of payment vouchers and all other accounting document, cash lodgment and pretty cash management and monthly bank reconciliation. Other administrative and logistics functions include; maintaining an adequate filling system and provision of logistics support for consultants and programme events.

Qualification: the ideal candidate must hold a Bachelor's Degree or its equivalent in Accounting, Banking and Finance or other related disciplines with minimum of 2 years' experience in an international donor funded programme. S/he should be a partly qualified accountant with a reputable professional accountant body with good hands-on experience with Microsoft office package written), organizational and administrative skills. Proficiency in the use of accounting software particularly QuickBooks is highly desirable for this position.

  • Support Lead to define engineering requirements and interface with other disciplines
  • Prepare technical documentation for package requisitions (supply specifics, data sheets, calculations etc where requested)
  • Define detailed engineering activities (layouts, routing, supports etc)
  • Prepare technical evaluation and technical tabulation for vendor technical alignment
  • Support Lead in technical negotiation with vendors and controls of subcontracted discipline engineering document
  • Check and sign all vendor drawings in coordination with other disciplines
  • Prepare material take-off to support construction cost estimate
  • Support Lead Engineer in defining cost evaluation for assigned items and engineering man hour estimate
  • Support Lead Engineer to review Contractual technical documentation and requirements
  • Follow-up of assigned equipment/package to be supplied, attend to internal review activities and inter-discipline check meetings where required
Qualification and Experience of Rotating Machinery Engineer:
Min. of 3 years of cognate experience in Mechanical Engineering Design
University degree in Mechanical/Production or Industrial Engineering
Understanding of Engineering standard code & Regulations
Good computer skills proficient in Micro Soft office suite

EXCITING CAREER OPPORTUNITIES IN THE NIGERIA SOVEREIGN INVESTEMENT AUTHORITY
The Nigeria Sovereign Investment Authority (NSIA) is a recently established Sovereign Wealth Fund (SWF) for the benefit of the Federal Republic of Nigeria. The Authority will take off with an initial funding of US$1 billion.

The NSIA shall have three separate ring-fenced investment portfolios: the Future Generations Fund; the Economic Stabilization Fund; and the Nigeria infrastructure Fund.
                                                

The NSIA is seeking highly competent and result-oriented individual with strong personal and professional integrity to join a dynamic executive management team. The team will have overall responsibility for the implementation of the establishment of the SWF governing principles are based on rules and guidelines that are consistent with international best practices for managing SWFs. The performance, reporting and transparency of the NSIA will be exemplary, and enable Nigerians to see and understand how their patrimony is being managed and increased for the future.
 To this end, a suitable candidate is being identified for immediate consideration, to fill the following position:
Chief Investment Officer – ES00614
Reporting to the CEO, the successful candidate will have primary responsibility for the implementation and operations of the investment funds of the NSIA in line with the strategic intent of the SWF for Nigeria. She/ he will act as primary link between NSIA and financial institution with respect to investments. A key component of the role will be to manage SWF's investment portfolios and take overall responsibility for the performance and safety of the portfolios. Specially, the ideal candidate will:
·         Work closely with the Board of Directors in the development of NSIA's overall investment strategies and policies and provide valuable advice on the types of investment that will expose the NSIA to minimal risk and guarantee optimal returns.
·         Be responsible for ensuring that ht e implementation of NSIA's investment decisions are consistent with defined objectives of the SWF's risk tolerance and investment strategy and that it is based on sound portfolio management principles.
·         Lead the development of a highly motivated team of investment management professionals that are responsible for qualitative investment advice to NSIA in the management of the SWIF investment portfolios.
·         Take full responsibility for the strategic allocation of assets across the three (3) specific investment portfolios towards realization of SWF's defined objectives
·         Serve as a critical resource person and advisor to the NSIA in respect of investments and assets.

Qualifications, experience and attributes
·         A good first degree in economics, finance or any business related disciplines from a reputable institution.
·         Post-graduate degree(s) such as MBA and relevant professional qualification as an added advantage.
·         Minimum of 10 years' senior management experience in investment management, infrastructure investing and portfolio management.
·         Excellent appreciation of global trends and advances in investment banking; understanding of the financial services sectors in the local and international terrain.
·         Strong business acumen, maturity and tact, including the ability to relate with highest levels of management of financial institutions, financiers and rating agencies.
·         High intuitive and excellent decision-making skills.

In addition, eligible candidates interested in the position must possess he following attributes:
·         Prior C-level experience with a minimum of 10 years at senior-level management positions.
·         Understanding of global financial markets, domestic macro-economic policy issues, local & global SWF government & regulatory frameworks (SWF Act, Santiago Principles and IMF MFP Transparency Code).
·         Strong professional profile and high ethical standards and integrity.
·         Strong leadership, business management, interpersonal and influencing skills with excellent track record of measurable results.
·         Excellent communication skills.
