Information Security Officer

Roles and responsibilities            
The Information Security Officer (ISO) is responsible for the development and delivery of a comprehensive information security and privacy program. The scope of this program is company-wide, and includes information in electronic, print and other formats. The purposes of this program include: to assure that information created, acquired or maintained by the company and its authorized users, is used in accordance with its intended purpose; to protect the company's information and its infrastructure from external or internal threats; and to assure that the company complies with statutory and regulatory requirements regarding information access, security and privacy.

The role has been broken down as follows;

Policy

1.            Coordinate the development of the company's information security policies, standards and procedures.
2.            Work with key IT offices, data custodians and governance groups in the development of such policies.
3.            Ensure that the company's policies, support compliance with external requirements.
4.            Oversee the dissemination of policies, standards and procedures to the office community.
 
Education and Training
5.            Coordinate the development and delivery of an education and training program on information security and privacy matters for employees, other authorized users, and students.

Compliance and Enforcement
6.            Serve as the company's compliance officer with respect to the Company, State and Federal Information Security policies and regulations.
7.            Prepare and submit required reports to external agencies.

Incident Response
8.            Develop and implement an Incident Reporting and Response System to address the company's security incidents (breaches).
9.            Respond to alleged policy violations, or complaints from external parties.
10.          Serve as the official company's contact point for information security, privacy and copyright infringement incidents, including relationships with law enforcement entities.

Risk Assessment and Incident Prevention
11.          Develop and implement an ongoing risk assessment program targeting information security and privacy matters.
12.          Recommend methods for vulnerability detection and remediation, and oversee vulnerability testing.

Official Contact
13.          Act as the official contact representing the company on Information Security matters; serve as the office contact point for external auditors and agencies, survey requests, etc on security/privacy matters.
14.          Maintain Knowledgebase - Keep abreast of latest security and privacy legislation, regulations, advisories, alerts and vulnerabilities pertaining to the company and its mission.
15.          Emergency Preparedness - Take part in company's Disaster Recovery Planning.

Skill set
.             Bachelor's degree in a related field required. Advanced degree preferred.

The Network Operations Centre is where information technology specialists perform their work using highly expensive and sophisticated tools and equipment and from where network monitoring and control is implemented over a telecommunication or satellite. The NETWORK OPERATION CENTRE engineers execute a variety of jobs such as administering and configuring Cisco routers, changing firmware (small and fixed software programs) regularly, resolving network issues and checking that multimedia files transmitted via networks are working properly.

Roles and responsibilities           
The System Administrator (SA) is responsible for effective provisioning, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure. This individual will assist project teams with technical issues in the Initiation and Planning phases of our standard Project Management Methodology.

This individual is accountable for the following systems: Windows based systems. Knowledge of Apple based systems, Android, Blackberry, Linux systems. The duties have been broken down as follows;

SA Engineering and Provisioning
1.            Engineering of SA-related solutions for various project and operational needs.
2.            Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
3.            Develop and maintain installation and configuration procedures.
4.            Contribute to and maintain system standards.
5.            Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that leverage our resources and provide economies of scale.

Operations and Support

6.            Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.
7.            Perform regular security monitoring to identify any possible intrusions.
8.            Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.
9.            Perform regular file archival and purge as necessary.
10.          Create, change, and delete user accounts per request.
11.          Provide Tier III/other support per request from various constituencies. Investigate and troubleshoot issues.
12.          Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies.

Maintenance

13.          Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities. Configure / add new services as necessary.

The Technical Officer will provide technical assistance in collaboration with MSH TB Project Director, MSH TB Regional Advisor for Africa, MSH-TB CARE I Senior Technical Advisor for Nigeria, TB CARE I lead in Nigeria, National TB and Leprosy Control programme (NTBLCP) of Nigeria and other stakeholders in accordance with the national TB policy guidelines and International Standards of TB care. S/he will report to MSH-TB CARE I Senior Technical Advisor.

Specific Responsibilities


  • Support the Implementation of all MSH/TB CARE I activities in consistent with TB CARE I Nigeria plan, NTBLCP strategic plan and MSH quality standard under the supervision of MSH TB Technical Advisor for Nigeria in collaboration with Nigeria TB CARE I Country lead.
  • Under the supervision of the Senior Technical Advisor, provide support to NTBLCP in improving TB case detection, program management, information management for the programmatic management of Drug-resistant TB and strengthen supervision including monitoring and evaluation.
  • In consultation with the Senior Technical Advisor, TB Care I, represent MSH in technical meetings and forum including partner and stakeholders meetings
  • Liaising with other technical partners such as KNCV, WHO, FHI and other partners at national and international level
  • Foster clear communication about project activities, plans and organizational policies within MSH and between strategic projects and partners
  • Model effective leadership and create conducive environment for collaborations with NTBLCP, partners and other stakeholders
  • Provide technical support to ensure that project activities are carried out within budget and agreed timeframes
  • Ensure timely preparation and submission of information and reports to MSH, TB CARE I and relevant partners
  • Work with TB CARE I team in Nigeria on implementing overall TB CARE I plan 
Qualifications
  • Medical doctor with postgraduate training in public health or equivalent
  • Minimum of 2 years' experience in public health
  • Good strategic thinking and planning skills
  • Strong analytical skills and knowledge of monitoring and evaluation
  • Knowledge of and experience in training and capacity building
  • Demonstrated operating in a management culture built on consensus and results
  • Demonstrated intermediate computer skills such as Word, Excel and PowerPoint, as well as experienced with project planning applications
  • Ability to work effectively and independently in a team-based structure
  • Ability to travel up to 40% percent of the time within Nigeria
  • Fluency and excellent written and oral communication skills in English
The TB CARE I Program is one of the USAID's main global mechanisms for contributing to the global targets of TB control. The aim of the program is to contribute to these USAID target areas:
I.             Sustain or exceed 84% TB case detection rate and 87% treatment success rate
II.            Treat successfully 2. 55 million new sputum-positive TB cases
III.           Diagnose and treat 57, 200 new cases of multi-drug resistant TB

CLINICAL ADVISOR - PEDIATRIC HIV

Overall Responsibilities
The Pediatric Advisor will provide technical leadership and support  in the planning and implementation of pediatric HIV services under the MSH ProACT project  in collaboration with the Ministry of Health. He/she will supervise field based clinical teams and will report to the Deputy Project Director. In addition he/she will be responsible for the planning, coordination and providing overall strategic direction for the Pediatric HIV Care and Treatment programming as well as providing strong leadership to a multidisciplinary team of clinicians working in supported health facilities.

Management responsibility


  • Spearheading the strategic design and implementation of Pediatric HIV services under the ProACT project in Nigeria and this will also include integrating pediatric HIV services      within existing MNCH  services in supported health facilities
  • Member of the Project Management Team that is responsible for overall project performance
Specific Responsibilities
  • Provides technical guidance and clinical expertise in the provision of ProACT project pediatric HIV care and treatment services
  • Work closely with the technical unit to provide technical assistance to partners and guide the development of innovative pediatric initiatives of partners to support facility level      program operations including pediatric HIV testing, care and treatment of HIV infected infants, children and adolescents.
  • Provide technical assistance in the training and supportive supervision of site clinicians providing pediatric palliative care, antiretroviral treatment, counseling and adherence      support.
  • Provide on-going technical support and supervision to field based clinical teams who will in turn provide technical support to facilities in the implementation of pediatric activities.
  • Participate in the PMTCT/Pediatric technical working group meetings hosted by the Ministry of health, National AIDS and STI Control Program (NASCP)
  • Develop a standard package of Pediatric HIV care services and ensure its implementation in MSH supported facilities.
  • Liaise and network with relevant ProACT partners and collaborators to improve MSH's visibility, coordination of activities and promotion of shared advocacy agenda for pediatric HIV.
  • Take responsibility for monitoring, evaluation and reporting of pediatric care and treatment services within the project PMP framework
  • Provide clear documentation of programmatic achievements and keep MSH ProACT senior management informed on monthly, quarterly and annual basis.
  • Work with ProACT senior management to document and publish best practices.
ACCOUNTABILITY:
  • Supervision:  Works independently with authority from the Project Director, within strategy and policy guidelines.
  • Decision Making: Makes decisions with regards to work responsibilities and is accountable for them.
  • Responsibility over data or information: Has access to information within project, and is responsible for guiding pediatric program data generation and management.
Qualifications
  • Medical Degree (MD) and appropriate licenses and registration with the Nigerian Medical and Dental Council
  • Specialist degree in Pediatrics with a graduate degree in public health preferred.
  • At least 5 years experience in clinical management of pediatrics HIV cases would be a distinct advantage.
  • At least 5 years experience with PMTCT, HIV/AIDS care and treatment programs supported by bilateral agencies such as USAID, CDC and international agencies such as WHO and World Bank preferred.
  • Excellent grasp of clinical issues and current literature in PMTCT/pediatric HIV/AIDS treatment.
  • Experience in developing country health care programs.
  • Excellent oral and written communication skills and fluency in English.
  • Ability to work independently with strong problem-solving skills and ability to foresee problems and initiate appropriate action;
  • Strong working competency in computer applications to carry out management and statistical analysis required;

CONSULTANT, TB CARE 1

Overall Responsibilities
To provide technical and operational support to the National & state TB Control program for the implementation of TB Programs

Specific Responsibilities


  • To work with the MSH Senior Technical Advisor, TB to provide guidance to the National & state TB control program on the implementation of innovative approaches for improving TB case detection in facilities
  • To carry out monthly supportive supervisory visits to facilities
  • Conduct mentoring and on-the-job training of staff on SOPs for improving TB case detection in facilities
  • To monitor progress in the implementation of innovative approaches for improving TB case detection in health facilities
  • Foster clear communication about project activities, plans and organizational policies within MSH and between strategic projects and partners
  • Work with TB CARE I team on planning, implementing  as well as monitoring and evaluation of overall TB CARE I plan in Nigeria
  • Support the Senior Technical Advisor in implementing all MSH/TB CARE I activities in consistent with TB CARE I Nigeria plan, NTBLCP strategic plan and MSH quality standard under the supervision of MSH TB Regional Advisor for Africa.
  • Provide support to NTBLCP in improving TB case detection, program management, information management for the programmatic management of Drug-resistant TB and strengthen supervision including monitoring and evaluation.
