Job Description Project Goal:
Pact Nigeria, headquartered in Abuja, with offices throughout the country including Yola and Gombe, is the Nigerian Country office of Pact Inc, an independent International nonprofit Organization headquartered in Washington, DC. Under a S-month "Learning Grant" from the Gates Foundation, Pact is undertaking an assessment to gather, analyze, and report on data that will provide a dearer understanding of the quality and utilization of maternal neonatal and child health (MNCH) in Adamawa and Gombe States.
The results of this assessment will feed into an overall vision around social accountability for quality health service delivery and eventually into the design of a longer-term project intervention.
The goal will be to improve responsiveness and quality of MNCH health services through applying best practices and breakthrough approaches to meet the key needs and expectations of mothers and families in Adamawa and Gombe States. At the same time, the project will seek to strengthen community-led contributions towards health sector decision making and service provision by ensuring continuous and informed feedback to providers, policy makers, partners, and beneficiaries
Purpose of Consultancy Assignment:
A team of ten consultants will be selected to conduct an assessment of community expectations and utilization of local heath services with a focus on the quality and accountability of maternal, child, and neonatal health provision. Three local government areas will be selected in each of Adamawa and Gombe states. Consultants are not required to be health specialists but should be conversant with basic concepts of community development and standard methods of primary field research.
The specific objectives for this assignment will be to:
Undergo one week of training on the tools and methods of for the field research required.
Review and pre-test questionnaires and question schedules for interviews, focus groups, and health facility assessments.
Conduct primary field research in all wards of the selected LGAs to determine the quality health services as well as their uptake and expectations by community members, especially women. This work will include interviews with local government officials, health care managers and decision makers, health providers at all levels, health facility checklists, and satisfaction surveys among health clients. At the same time, community members and community committees will also be questioned about their experience and expectations of health services through small group discussions or focus groups. Typically these groups will include ward or village development or health committees.
Analyze quantitative data from surveys and quality checklists.
Type qualitative data and submit in a standard format.
Write a brief report on key findings, conclusions, and recommendations
Contribute (GIS or other data as requested for "mapping" ward (or village) development committees in each state.
Period, Location and Schedule of the Consultancy:
The ten consultants selected must be available full time (except Sundays) for a one-month period from 20 January to 19 February 2014. Work will involve extensive field travel and research in three selected LGAs in each of Adamawa and Gombe states. It is expected that visits to all wards in each LGA will be completed in one week by a group of 4-5 team members, so that three LGAs are covered in three weeks in each of the two states.
The proposed schedule of work is:
20-25 January: Training in tools and methods specific to the assignment.
27 January 15 February: Field research, analyze data and type field notes
17-19 February: Complete data analysis, field notes, write and submit final brief report on findings, conclusions, and recommendations with all annexes.
Qualifications
The individual consultants who propose to work on this assignment must have a minimum of:

Mercy Corps implements a UKAID-funded integrated peacebuilding and economic development program in the Middle Belt states of Nigeria. This three-year program, which began in December 2012, incorporates strong economic development and natural resource management elements in order to address underlying drivers of conflict and build cooperation between conflicting communities and build links between communities, private sector and governmental processes.
General Position Summary: The Monitoring, Evaluation & Learning (MEL) Advisor will provide leadership, in collaboration with the Program Manager and the Country Director, in all aspects of monitoring, evaluation and information management of the program. The MEL Advisor will contribute to program planning to ensure adherence to Mercy Corps' standards, including the use of standardized indicators and documentation methodologies. Throughout the life of the program, s/he will be responsible for cross-cutting programmatic information management within the framework of the program, monitoring and evaluation, ensuring that information collected is reflected upon, used for continuous improvement of ongoing programs, and is incorporated into consistently high quality reports. Essential Job Functions:
Technical Leadership
Ensure that monitoring systems meet the requirements of the donor and that performance results can be used for continuous improvement.
Adapt existing Mercy Corps monitoring tools, as well as propose new ways of measuring change through the use of both quantitative and qualitative data collection tools, analysis of secondary data, and, where appropriate, remote monitoring techniques.
Coordinate internal and external reviews and lead the analysis of findings, with a strong emphasis on learning.

Research Coordination
Identify quality research partners and increase their capacity to examine and document issues related to (1) the economic cost of conflict on pastoralist and farmer livelihoods and related markets and (2) the benefits of gazetting and grazing reserves to the quality of life, and livelihoods, of pastoralists.
Maintain regular contact with research agencies, oversee partnerships, work to increase their skills and product quality.

General Position Summary: The Operations Manager is a member of the country's senior management team (SMT). Management
One of the most critical aspects of this role is to develop the capacity of staff subordinates.

Project Coordinator
Responsibilities:
The Potato Initiative Africa (PIA) Coordinator is in charge of the coordination of all PIA activities in Nigeria, including facilitating and maintaining networks of stakeholders in the alliance while working closely together with national partner structures, e. g. Ministry of Agriculture on federal and state level, local private companies, research institutes, etc.
Following up the implementation of contributions from private sector partners
Guiding missions and coordinating related consultancies and data/information gathering for efficient implementation of the project
Coordinating preparation of workshops, field trips and meetings
Preparation, execution and follow up of studies
Contact and information exchange with all GIZ programmes in Nigeria
Continuous monitoring of the activities and follow up the implementation of the contributions of the members of the alliance
Ensuring that rules and regulations of the GIZ are adhered to
Regular reporting to GIZ-SEDIN management and PIA-GFP coordinator at GIZ headquarters
Qualifications and Requirements:
Minimum of B.Sc in Business, Economics or Social Studies
A masters in any of those fields will be an advantage
Minimum of 4 - 6 years of relevant working experience in agricultural or agronomic development projects
Proven high intercultural sensitivity and very good organizational skills. Your work is process-oriented and you have very good coordination and management skills.
Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
High intercultural sensitivity and very good organizational skills process-orientation
Fluent written and oral knowledge of the European language widely used in the country and a working knowledge of German would be an advantage
Willingness to up skill as required by the tasks to be performed
