ROLE
Technical officer HIV Prevention (2) (Location-IMO & Ebonyi States); will liaise with the technical Advisor HIV prevention to provide technical support to health facilities and community based organization to implement HIV prevention services according to the minimum prevention package intervention. Primary focus will be on sexual transmission prevention biomedical prevention and HTC.

MINIMUM RECRUITMENT STANDARD
B.SC in health Education or related field with at least 3 years' experience in providing HIV prevention services in International Donor Funded programs.
COMMUNITY CARE OFFICERS (3)

ROLE
Community care officers (3)Locations IMO, ENUGU and EBONYI; will liaise with the technical Advisor care and support to provide technical support to Health facilities and community based Organization to Implement high quality care and support services to PLWHA and OVC according to Nationally approved Standard of practice and Priority.

MINIMUM RECRUITMENT STANDARD
B.SC in health Education or related field with at least 5 to 7 years of professional experience in care and support programs for PLWHA and Vulnerable Children.

DEPUTY PROJECT DIRECTOR

ROLE
Deputy Project Director (Location- ABUJA); will be the technical lead and also function as Director of clinical Services on the project. Will work closely with the project Director to rapidly scale up HIV Prevention, care and treatment services in priority states.

MINIMUM RECRUITMENT STANDARD
MBBS and MPH with at least 10 years program professional experience in managing HIV/AIDS programs including ART, PMTCT & TB/HIV, and Familiarity with the Nigerian public sector health system and US Government grant management principles is required.

COMPLIANCE AND GRANTS MANAGER

ROLE
Compliance and Grants Manager (Location-AKWA IBOM); will be responsible for internal control and compliance to policies and procedures of ECEWS, applicable USG circular and the HHS grant policy statement.

MINIMUM RECRUITMENT STANDARD
B Sc. in accounting, CPA or ACA with at least 5 years related experience. Familiarity with US Government grant, auditing standards is required. Previous experience in USG funded projects will be an added advantage.

TECHNICAL ADVISOR; CLINICAL SERVICES

ROLE
Technical Advisor; Clinical services (location-AKWA IBOM) will liaise with the Director of clinical services to provide    technical services to programmatic support, implement high quality care and support activities with primary focus on Clinical management of HIV/AIDS, PMTCT, RH/FP, TB and integrated medical services.

MINIMUM RECRUITMENT STANDARD
MBBS with 5 -7 years of professional experience working in Clinical care with  good understanding of HIV/AIDS with provision of PMTCT and ART in resource constant setting.
An MPH or post graduate degree in related field and familiarity with Nigerian public sector health system is required.

TECHNICAL ADVISOR, HIV PREVENTION, CARE & SUPPORT

ROLE
Technical Advisor, HIV Prevention, care and support (Location, AKWA IBOM STATE) will provide technical programmatic support to implement high quality HIV prevention care and support activities with primary focus on sexual transmission prevention, Biomedical Prevention, Basic care and support to PLWHA and VC.

MINIMUM RECRUITMENT STANDARD
B.SC health Education, M.SC in related field, with at least 5 years of professional experience in HIV prevention, Community care and support for PLWHA and Vulnerable children.

STATE PROGRAM MANAGER / TECHNICAL OFFICER, CLINICAL SERVICES

ROLE
STATE Program Manager / Technical Officer, Clinical Services (3 Location ENUGU, IMO and EBONYI); will lead the state technical teams to implement High quality HIV/AIDS services, management of state activities.

MINIMUM RECRUITMENT STANDARD
MBBS with 3 to 5 year of related Clinical care experience in ART PMTCT program, MPH or post graduate will be an advantage. Will work clearly with relevant state M&E officers and umbrella CBOs.

CENTRAL MONITORING AND EVALUATION ADVISOR

ROLE
Central Monitoring and Evaluation Advisor (Location ABUJA); will lead all monitoring and evaluation activities on the locate project and will work with State Monitoring and evaluation officers to ensure appropriate and timely reporting that meets USG and LOCATE needs.

MINIMUM RECRUITMENT STANDARD
M.SC in statistics, Pharmacy, Microbiology, Monitoring and evaluation and related field with at least 5 years' experience in monitoring and evaluation of public health programs.
An MPH and experience in ART, PMTCT and RH programs will be an advantage.

LABORATORY SYSTEM STRENGTHENING ADVISOR

ROLE
Laboratory System Strengthening Advisor (Location AKWA IBOM) will provide technical support to laboratories to provide high quality laboratory services on the project ensuring their utilization for HIV and TB diagnostic testing. Will support the laboratory accreditation process, audit, LAMIS and Quality assurance activities.

MINIMUM RECRUITMENT STANDARD
M.SC in Laboratory Sciences or related field with at least 5 to 7 years' experience in providing laboratory support for HIV/AIDS. Knowledge of advanced laboratory procedures, diagnose and management related to HIV/ AIDS care and treatment is required.

MONITORING AND EVALUATION OFFICERS (3)

ROLE
Monitoring and Evaluation Officers (3)Locations ENUGU, EBONYI and IMO will liaise with the Central monitoring and Evaluation Advisor to support monitoring and evolution activities on the LOCATE project and ensure appropriate and timely reporting that meets USG and LOCATE needs.

MINIMUM RECRUITMENT STANDARDS
B.SC in statistics or related field with at least 3 years' experience in monitoring and evaluation of public health programs. An MPH and experience in ART, PMTCT and RH program will be an advantage.

HUMAN RESOURCE MANAGER

ROLE
Human Resource Manager Location AKWA IBOM will support the overall Human resources services on the project including requirement and staffing, Organization development planning, performance management and employee compliance to policies.

MINIMUM RECRUITMENT STANDARD
M.SC in social or related field with at least 5 to 7 years' experience in human resource management. Knowledge of US. Government regulations especially the HHS Grant policy Statement is required.

LABORATORY/LOGISTICS SPECIALIST (2)

ROLE
Laboratory/ logistics specialist(2) (locations- IMO & Ebonyi States); will liaise with the Lab Advisor and supply Chain Advisor to provide technical support and implement high quality laboratory services and supply Chain management of health commodities in health facilities, including adherence to relevant professional standards and guidelines, and involvement with clinical governance issues and audit.

MINIMUM RECRUITMENT STANDARD
B.SC in laboratory Science or related field with 5 to 7 years post NYSC and a Minimum of 3 years' experience in provision of laboratory support for HIV/AIDS. Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment and supply Chain management of health commodities required.

PROGRAM ASSOCIATE PHARMACY

ROLE
Program Associate Pharmacy (Location AKWA IBOM) will liaise with the supply chain management advisor to provide technical support on drug logistics, quality assurance and quality Improvement across the target states.

MINIMUM RECRUITMENT STANDARD
B. Pharm with at least 5 years professional experience in HIV/AIDS care and treatment programs

FINANCE AND ADMINISTRATIVE OFFICERS (3)

ROLE
Finance and Administrative Officers (3) Locations IMO, ENUGU and EBONYI; will work under the direction of the Finance and operations Director and support accounting & administrative needs of State Offices. S/he will perform accounts payable and reporting functions.

DESIRED SKILLS & EXPERIENCE
QUALIFICATIONS & EXPERIENCE:
Qualified Aircraft Maintenance Engineer (AME) license with airframe and powerplant ratings
A minimum of 5 years' experience at an appropriate management level within the aviation environment
Minimum 3 years' experience maintaining medium or heavy multi-engine helicopters
Demonstrated ability to effectively lead maintenance teams within a difficult support environment

Ensure the Nigerian operation is provisioned with suitably qualified maintenance personnel to meet the contracted flying requirements whilst constantly monitoring numbers to ensure the support solution is both efficient and suitable to ensure safe practices and cost effectiveness.
Ensure compliance of company maintenance processes and procedures.
Ensure maintenance staff competency and training requirements are fully supported to meet both company needs and regulatory compliance.
Where required, represent Nigeria senior management team at Union pay, dispute and other negotiations to foster a positive work-force/management relationship whilst ensuring clarity in company position.
Actively develop and inspire the Nigeria maintenance team's capability and effectiveness through support, communication, feedback and ensuring individual performance management.
Ensure nominated deputies and effective succession plans are in place for key positions within area of responsibility
Act as direct report for all Senior Base Engineers (SBEs) and other Nigeria staff under direct line of responsibility.
Offer expert advice and briefings to Nigeria commercial elements and customers as required.
Deputise for the Regional Maintenance Manager AEA as required.
International travel may be required.
May perform other duties as assigned.
