Description

The HCWM Advisor will be an integral member of the AIDSFree Nigeria project management team. This person will be responsible for working to promote sustainable state-owned HCWM systems. The HCWM Advisor will report directly to the AIDSFree Nigeria Chief of Party.

RESPONSIBILITIES

Responsibilities include:
  • Work with state governments to develop a state-level HCWM Policy.
  • Work with focal persons at the health facility level to develop functional facility-based HCWM plans including SOPs to ensure facilities meet the minimum HCWM package.
  • Work with AIDSFree Logistics Advisor and hospital management, state hospital management authorities, and PEPFAR IPs to carry out needs assessments and document consumption data for HCWM equipment and supplies
  • Engage in advocacy with CMDs/MDs of health facilities and relevant policy makers at state/LGA levels to increase awareness on the need to support budgeting for HCWM
  • Work with USG IPs and state governments to identify and implement practical, affordable, and effective means of waste handling and final disposal for health care waste in accordance with WHO standards
  • Assist in the review/revision of the injection safety training modules to include HCWM
  • Facilitate HCWM trainings for the training consultants to prepare to cascade the training material to the lower level health workers
  • Facilitate the formation of functional IPC/HCWM Committees at all level of service delivery
  • Lead development of short certificate course training materials for training institutions
  • Contribute to documentation of project activities
  • Perform any other duties as directed by the Chief of Party

QUALIFICATIONS

Minimum:

  • Masters degree in Microbiology, Public Health, or other relevant environmental health/engineering science field. Previous work experience with international donor-funded programs.
  • Excellent written and oral communication skills and interpersonal communications
  • Ability to work with SMOH and Municipal/State waste management authorities
  • Ability to work harmoniously as a member of a team
  • Ability to design training materials and lead effective trainings
  • Very good knowledge of spoken and written English
  • Proficient in spreadsheet and word processing and other software, including Microsoft Word, Excel, and Power Point

AIM OF THE JOB:

Result areas (Responsibilities): 

Maintenance Strategy
Drawing up (long-term) annual plans for technical maintenance repairs and modifications to buildings, Installations and equipment at several locations. To ensure that the technical operating resaurces remain in a good condition.
Draws up (long-term) plans. including budgets and priorities as well as planning schedules.

Work Preparation
Makes preparations for the maintenance work in order for it to be performed efficiently and safely. Draws up associated work permits. modification requests including budgets and consults with the Operations Manager with regard to priorities. Draws up work instructions and undertakes or arranges for task risk analyses to be
undertaken in conjunction with the HSE Manager, Operations Supervisor and contractors.

Work Supervision
Supervises the performance of maintenance work so that orders are performed on time and in accardance with the required specifications. Monitors budgets, notifies potential areas whereby the budget may be exceeded and reports this to his line Manager. Ensures that safety, environmental and quality requirements are observed

Development of Company's Building & Installations
Makes improvement praposals with regard to maintenance, modifications and upgrades to buildings. installations and equipment in order to guarantee the quality functionality and production process. This is undertaken an the basis of the current candition of buildings. Installations and equipment as well as on the basis of developments within the field.

Project Execution
Executes projects on the orders of the Operation Manager and/or participates in a project team under the leadership of the Operations Manager. Prepares work, requests quotes and evaluates these in terms of price time and quality. Supervises the execution of projects and monitors progress from a quality and financial point of view.
Identifies anomalies and discusses these with the Client, project team and contractors.

Validation of Work Undertaken
Validates and accounts for work undertaken in hours spent and materials.
Coordinates with the Field Engineer with regard to updating the computerised maintenance
administration system and is responsible for archiving relevant information, drawings. fault
forms, order forms, etc.

Social Interaction
Giving directions and instructions and transferring knowledge and understanding to the field engineer and third party fitters. Discusses and explains bottlenecks and anomalies with Ops Manager and contractors.

Experience/Qualifications

  • 5 to 7 years cognate experience
  • B.Sc. degree in Mechanical Engineering
  • Extensive management experience
